In November 2025, Hope Above Fear began piloting a restorative, evidence-based drug diversion program in partnership with Escambia County Public Schools, launching with three local high schools. This diversion program focuses on accountability through education, connection, and support, helping youth stay engaged in school and community while addressing the root causes of substance use and risky behavior. This program offers students caught with a THC vape for the first time an alternative to expulsion — replacing punishment with education, reflection, and skill-building.
Beginning August 2026, this alternative pathway will be available to all ECPS students, expanding access to early intervention across the district.
This program does not rely on scare tactics. Instead, students are supported in exploring:

helping youth build healthier decision-making skills and confidence moving forward.

Our diversion course is based on a restorative, evidence-based model created by Central Florida Cares and first implemented by the Brevard County Prevention Coalition, where it demonstrated reduced expulsions and stronger student engagement.
Hope Above Fear is honored to adapt and implement this model locally in collaboration with Sweneda McDonald (LMHC), the Director of Medication-Assisted Treatment (MAT) at Lakeview Center.

Today’s teens are navigating an unprecedented drug landscape — vapes, counterfeit pills, and substances that are often impossible to identify by appearance alone. Education alone is not enough. Punishment alone is not effective.
Prevention must be rooted in connection, consistency, and meaningful opportunities for growth.
As of December 10, 2025, 185 overdoses were reported among youth ages 10–19 in Escambia County.
Over 80% of adolescents presenting with overdoses at Baptist Hospital reported they believed they were “only vaping”.
Lab testing has revealed many vapes contained fentanyl or methamphetamine, exposing youth to far greater risk than they realize.
While schools may refer students, a school referral is not required.

Hope Above Fear also partners with the Department of Juvenile Justice (DJJ) to support youth completing court-ordered probation or community service requirements in Escambia and Santa Rosa Counties.This partnership helps youth meet court requirements while building skills, confidence, and community ties.

Completion of the diversion program or court-ordered probation hours does not end a student’s connection with Hope Above Fear.
